Bolivia: judicial elections tarnished by audio recordings of MAS senators in alleged “quotas” for TCP and TSJ

BOLIVIA, La Paz, March 19, 2024 (GPA). The judicial election in Bolivia is marred by allegations of “quotas” for the Plurinational Constitutional Tribunal (TCP) and the Supreme Court of Justice (TSJ). An audio recording reveals the alleged meeting of senators of the Movimiento Al Socialismo (MAS) with two candidates to become magistrates.

They publish the audio in social networks about the telephone conversation of more than one minute, between the president of the Joint Commission of Constitution of the Legislative Assembly, Miguel Rejas -senator of the “evista” wing of the MAS- and his colleague Soledad Flores.

“They are going to visit you, please, already? We will talk about it and any candidate you may have, Miguel, start sending it to me, ok? I will pass the number to the two colleagues so that they can call you, so that they can prepare the office and with confidence, Miguel, please, now?” the female voice is heard saying in the recording.

In the telephone conversation, Senator Rejas is heard asking Senator Rejas not to have his conversation recorded during the meeting with the two candidates, whose names are not revealed either, however, they would be “within the team” of the ‘evistas’ senators.

The female voice answers from Rejas: “No, no, no, they are going to take away everyone’s cell phone, yours and everyone’s, they are going to take away everything, they are going to be with you in the meeting, do not be embarrassed, afterwards, if you want to sit alone, tell them I also want to sit alone, no problem, they are also going to leave, but first they are going to introduce you, because they are inside the team, well, don’t you see? “Sure, now, now, now”, replied the senator.

Currently, Senator Miguel Rejas is in charge of the Joint Committee on Constitution, which is in charge of the pre-selection of candidates for the Constitutional Court and the Supreme Court of Justice. Currently, the candidate pre-selection process is in the phase of challenges and review of disqualifications.

After the diffusion of the audio, the deputy of Comunidad Ciudadana (CC), Luisa Nayar, summoned senators Soledad Flores and Miguel Rejas to resign immediately from their positions in the commission and their seats. “If they have blood on their faces, Senators Soledad Flores and Miguel Rejas must resign their posts,” she said.

After the audio scandal, Senator Rejas appeared visibly nervous only to read a communiqué, without giving any option to questions from journalists.

“I affirm and I do not know the origin of the audios that are circulating in a malicious way in the social networks, so I regret that for political purposes it is intended to defenestrate this process of pre-selection of applicants to the judiciary. We are touching great interests in this call, to promote a process, making transparent the selection of new authorities to the judiciary. I face the country with the responsibility that characterizes and with solidity at the head of the Joint Constitution Commission and thus guarantee the 2024 judicial elections. Thank you very much,” said Rejas.
